Phase 2 — Full federal coverage
Following Phase 1 stabilization, DocketLayer will expand to all 184 federal district and bankruptcy courts running CM/ECF. Courts will be added in order of case filing volume. Target: Q3 2026Phase 3 — State courts via Tyler Odyssey
Odyssey is the dominant state court case management platform, covering a significant percentage of state courts nationwide. DocketLayer will integrate Odyssey courts systematically, prioritizing high-volume jurisdictions in Texas and California first. Target: Q4 2026Phase 4 — Remaining state courts
Fragmented state and county courts not running Odyssey will be added progressively, prioritized by demand signals from active users. Target: 2027Known limitations
These limitations apply to all Phase 1 courts.
- Document retrieval — Document URLs in responses link directly to PACER. Retrieving the document requires valid PACER credentials on the caller’s side. DocketLayer provides the link — document access is the caller’s responsibility.
- Data freshness — DocketLayer refreshes court data continuously with a maximum 15-minute polling interval. Data may lag behind the official PACER record during maintenance windows.
- Sealed cases — Federal cases that are sealed or restricted in PACER are not accessible through DocketLayer.
